Deregulating Childhood: The Head Start Overhaul's Troubling Implications The Trump administration has proposed a significant overhaul of Head Start, the federally funded preschool program that serves over 700,000 of the nation's most vulnerable children.
The plan, which aims to give local decision makers more flexibility, would effectively eliminate many of the regulations that have defined the program since its inception in the 1960s.
The proposed changes are far reaching: over 1,400 regulations, including standards for low staff to student ratios and requirements for providing wraparound services like medical and dental screenings, would be erased.
