Authorities are conducting an urgent search operation, with 11 vessels involved and a family reunification center set up at Fort Mason.
According to San Francisco Fire Chief Dean Crispen, the boat, Volare, was carrying 20 people when it sank about 600 yards from Alcatraz Island.
